It would be an innovation; and since Hong Kong is bringing the set-up of its Legal staff into line with that in other colonies, it would be preferable to avoid new titles. In Nigeria there are Senior Crown Counsel, but that would be hardly suitable for Hong Kong, since the professios are not fused, and a post carrying that title could presumably not be held by a Barrister. The phrase "Legal Officer" was, speaking generally, intended to be only a generic title forpersons, all of whom would hold some other office, usually Magistrate or Crown Counsel; but I gather this is not what Hong Kong intend as regards all their Legal Officers, e.g., the 4 to be appointed to carry out the duties of Assistant Crown Solicitor. It would not be right (see para. 10)) to designate officers who are me be Crown Counsel or Magistrates "simply Legal Officers", and I do not think that is really the intention.
In all the circumstances there might possibly be some advantage in retaining the title "Crown Solicitor" and perhaps "Assistant Crown Solicitor".

the Hong Kong have someone in mind for appointment as Legal Draftsman for the purpose of the revision, a task,incidentally, which I feel should have the undivided attention of at least one man. I am not sure, however, what arrangements are contemplated for the drafting of ordinary day to day legislation, 5 assieme that presumably es someone else would take this on until
the revision is complete and then perhaps it would become the duty of the Legal Draftsman, with such assistance from Crown Counsel and others in the Attorney-General's office as he needed.
A further point to be noted is that,if the Hong Kong Legal Draftsman were to prove his ability, he could look for promotion to more highly paid posts not only in Hong Kong, but elsewhere in the Colonial Legal Service, particularly as the majority of Legal Draftsman hold super-scale appointments which carry, or are likely to carry, salaries little less than that of Solicitor-General.
Para 10. ThProposals that the Legal Officers in the
Attorney-General's department are to be under the Attorney-General for the purpose stated seems to make the Registrar-General's department£818k of the Attorney-General's department. If this is the intention, I see no great objection.

A rise in salary of £50 a year for a Land Officer does not seem very much for his additional responsibilities under this scheme. (I see that it 83 is stated in paragraph 15 that his basic salary is £1425, so I presume the remaining £280 to bring up the figure to £1705 is expatriation pay.
